الأكاديمي والقيادي الجنوبي أ. د. عبدالناصر الوالي يوجه مذكرة رسمية للمبعوث الأممي تطالب بإدراج قضية الجنوب وتحديد إطار استعادة الدولة
— وجه الأستاذ الدكتور عبدالناصر الوالي مذكرة رسمية وعاجلة إلى المبعوث الخاص للأمين العام للأمم المتحدة، شدد فيها على ضرورة التعاطي الجاد مع قضية شعب الجنوب العربي كملف مستقل ومحوري في أي مفاوضات قادمة لتحقيق السلام المستدام في المنطقة.
وأكد د. الوالي في المذكرة على أن شعب الجنوب يواجه ظروفاً إنسانية واقتصادية متفاقمة جراء سياسات الإفقار والإنهاك الخدمي، مشيراً إلى أن الحل الشامل لن يتأتى إلا بالاعتراف بالحقائق التاريخية والقانونية التي تؤكد أن وحدة عام 1990م كانت بين دولتين مستقلتين كاملتي السيادة وعضوين في الأمم المتحدة، قبل أن يتم إجهاضها وقهرها بالقوة العسكرية في صيف 1994م.
وجاء في المذكرة مجموعة من المطالب الإجرائية الموجهة إلى الأمم المتحدة ومكتب المبعوث الخاص، أبرزها:
1. التأطير المستقل: الإدراج الصريح والمستقل لقضية شعب الجنوب وإطارها السياسي ضمن المفاوضات الشاملة التي ترعاها الأمم المتحدة.
2. استعادة الدولة سلمياً: التأسيس لمسار تفاوضي سلمي يرعى استعادة دولة الجنوب العربي بحدودها الدولية السابقة لعام 1990م.
3. قوات فصل دولية: دراسة نشر قوات فصل دولية مؤقتة لتأمين الانتقال السلمي وتثبيت دعائم الأمن والاستقرار لشعبي المنطقة.
واستشهد د. الوالي بتصريح وزيرة الخارجية في الحكومة اليمنية، الدكتورة أفراح الزوبة، التي عبرت فيه عن فداحة الأزمة وضرورة الاعتراف بحدود الدولة المستقلة لضمان علاقات مستقبلية قائمة على الاحترام والتآخي بدلاً من مفاهيم الاحتلال والفرض القسري.
واختتم البيان بالإشارة إلى أن استعادة دولة الجنوب تشكل المدخل العملي والأقل تكلفة لإحلال السلام الداعم لاستقرار المنطقة وتجنيبها المزيد من الأزمات.

تحية طيبة وبعد،
أود أن أنقل لسيادتكم من العاصمة عدن أطيب التحايا، مؤكداً على أهمية الجهود التي تبذلونها لرعايات عملية السلام والاستقرار في المنطقة.
إنني أكتب إليكم هذه المذكرة بصفتي الوطنية والسياسية للفت انتباهكم إلى واقع معقد وخطير يمر به شعبنا في الجنوب العربي، حيث يتعرض لسياسات منهجية من الإفقار، والتجويع، والإنهاك الخدمي والاقتصادي، إلى جانب محاولات ممتدة لمحو هويته الوطنية ورموزه التاريخية، وهي سياسات أثبتت التجربة التاريخية فشلها الكارثي، ولم تنتج سوى المزيد من الأزمات الإنسانية والدمار الشامل.
وفي هذا الصدد، أود تأكيد الحقائق والاساسات المرجعية التالية:
1. الأساس القانوني والتاريخي: دخل الجنوب في اتحاد عام 1990م كدولة كاملة السيادة ذات حدود، وعلم، وجيش، وعملة، ودستور، وعضوية معترف بها في الأمم المتحدة، وهي حقيقة تثبتها الوثائق الدولية، وليست مجرد اندماج شطرين.
2. انهيار مشروع الوحدة: لقد انهار مشروع الاتحاد منذ لحظاته الأولى، وتكرّس هذا الفشل بعرف القوة العسكرية واجتياح الجنوب عام 1994م، نتيجة أطماع القوى المتطرفة في صنعاء بالسلطة وثروات الجنوب، وهو ما أدى إلى فرض واقع غير شرعي بالقوة القسرية.
3. الالتزام بالحلول السلمية والتشاركية: لقد حرصنا دوماً على انتهاج المسار السلمي، وشاركنا في اتفاق الرياض بهدف إعادة بناء المؤسسات وتحقيق الاستقرار، دون أي أطماع في الجمهورية العربية اليمنية، ولا ضغينة تجاه شعبها الشقيق، مع إدراكنا التام للفوارق الهيكلية والتاريخية بين البلدين.
4. واقعية الطرح السياسي: إن المماطلة في إدراك واقع الجغرافيا والتاريخ تفرض تكلفة باهظة على الشعبين والإقليم. وكما عبّرت معالي وزيرة الخارجية بالجمهورية اليمنية الدكتورة أفراح الزوبة تصريحاً بقولها: («أنا أفضل أن أزور الجنوب مستقبلاً بتأشيرة ودولة مستقلة كشخص ينتمي للشمال، على أن أزوره وأنا أُعتبر في نظر أبناء الجنوب محتلة»)، وهو ما يعكس القناعة الحقيقية بحتمية معالجة جذر المشكلة.
بناءً على ما تقدم، نرفع إلى معاليكم المطالب الإجرائية التالية:
أولاً: الإدراج الصريح والمستقل لقضية شعب الجنوب وإطارها السياسي ضمن المفاوضات الشاملة التي ترعاها الأمم المتحدة.
ثانياً: دعم وتيسير مسار تفاوضي سلمي يفضي إلى استعادة دولة الجنوب العربي بحدودها الدولية السابقة لعام 1990م، بما يضمن إنهاء أطماع السيطرة والتوسع الحوثية .
ثالثاً: دراسة خيار نشر قوات فصل دولية مؤقتة لتأمين الانتقال السلمي وتثبيت دعائم الأمن والاستقرار لشعبي المنطقة.
إن استعادة دولة الجنوب السلمية هي الضمانة الوحيدة لتحقيق سلام دائم، وتمكين الشعب في الشمال من التعبير عن إرادته ومواجهة الجماعة الحوثية، وتجنيب المنطقة عقوداً إضافية من الصراع.

Subject: Official Memorandum Regarding the Political Situation in South Arabia and the Path to Sustainable Peace
Excellency,
I send you my warmest regards from the capital, Aden, acknowledging your ongoing efforts to facilitate peace and stability in the region.
I write to you in my national and political capacity to draw your urgent attention to the precarious realities facing the people of South Arabia. Our people are currently enduring systematic policies of impoverishment, economic exhaustion, and public service deterioration, coupled with attempts to erase their national identity and political symbols. Historical experience demonstrates that such coercive measures have failed, yielding only catastrophic humanitarian crises and widespread instability.
In this context, I wish to reassert the following established legal and historical premises:
1. Legal and Sovereign Foundations: South Arabia entered the 1990 union as a fully sovereign state with defined borders, a national flag, an army, currency, constitution, and full membership in the United Nations. International documents confirm that this was a union between two sovereign states, not merely two regions.
2. The Failure of the Union: The union project collapsed at its inception, a failure cemented by the military invasion and occupation of the South in 1994 by extremist factions in Sana’a seeking power and resources, thereby imposing an illegal status quo by force.
3. Commitment to Peaceful Resolution: We have consistently pursued peaceful mechanisms, actively engaging in the Riyadh Agreement to restore state institutions without malice toward the people of the Yemen Arab Republic—with whom we share brotherly ties—while recognizing the fundamental historical, social, and political differences between the two entities.
4. Political Realism: Ignoring the historical and geographic realities imposes an unacceptable cost on both nations and the broader international community. This was succinctly captured by Her Excellency Ms. Afrah Al-Zouba, Minister of Foreign Affairs of the Republic of Yemen, who stated: ("I would prefer to visit the South in the future with a visa as an independent state, as someone belonging to the North, rather than visiting it while being viewed by the people of the South as an occupier.")
In light of the above, we respectfully submit the following procedural demands for your consideration:
First: Formally incorporate the Issue of the People of the South as an independent, core track within the comprehensive UN-led peace negotiations.
Second: Facilitate a peaceful negotiated framework leading to the restoration of the State of South Arabia within its pre-1990 international borders, terminating expansionist ambitions and securing regional stability.
Third: Consider the deployment of a temporary UN peacekeeping or separation force to ensure a smooth, peaceful transition and guarantee security for both nations.
The peaceful restoration of the State of South Arabia represents the only viable foundation for lasting peace, allowing the northern population to address the Houthi movement and shielding the region from prolonged conflict.
Please accept, Excellency, the assurances of my highest consideration and respect.
